CA: CASOMB 9/17/26 Agency Reports Show Number of Registrants Continues to Decrease; Number of Petitions Granted Continues to Increase

During today’s meeting of the California Sex Offender Management Board (CASOMB), state agencies provided statistics on a large number of issues important to registrants and their families.  The most important information is that the number of people required to register has decreased by 136 and that the number of people who are no longer required to register after their petition was granted has increased by 474.

In addition, the agencies reported that the total number of petitions filed for removal from the registry increased by 480 while the number of petitions denied increased by only eight.  Further, the agencies reported that there was a decrease of one in the number of registrants on parole.

“According to the agencies, the number of registrants in violation continues to remain very high,” stated ACSOL Executive Director Janice Bellucci.  “Although there is a slight decrease in the number of registrants in violation, the number reported today is 19,011.  That number is too high.”  The definition of “in violation” is failure to register on time.

The CASOMB meeting also included discussion of legislation that could affect registrants and their families including two bills under consideration by the Governor — Assembly Bill 1816 that would increase the duration of probation for those convicted of a felony and Assembly Bill 2727 that would increase the amount of time required to become eligible under the Elderly Parole program.  The Governor must sign or veto those bills no later than September 30.

During the board’s discussion of legislation, the board noted that Assembly Bill 1568 which would have blocked many registrants from petitioning for release from the registry was stopped by the Senate Public Safety Committee.  Both CASOMB and ACSOL opposed that bill. 

“CASOMB has a voice again in the legislature,” stated CASOMB chairman Bradley McCartt.  In addition to Assembly Bill 1568, CASOMB opposed Assembly Bill 767 however that bill was passed by the legislature and is under consideration by the Governor.

2026-7 CASOMB Board Meeting Schedule

They normally meet every other month on a third Thursday at 9:30 AM, but the schedule varies.
 
Attendance at CASOMB meetings is in-person only and cannot be accessed online (e.g. Zoom).  It is not necessary to sign up in advance of the meeting in order to attend.
